Guild Wars 2

After fiddling around with it after noticing it, Sevenshot rarely actually fires all seven shots. Usually it only fires 4 or 5, though sometimes I’ve even had it fire only 1 or even none. The arrows come out of their little portals and just poof away.

I saw this aswell and tried around, this has something to do with terrain. if your shot is spawning within terrain (a rock) or hast no line of sight to your target, it simply doesnt spawn/shoot at all. furthermore, if the right outmost arrow is blocked like this, the outmost left one wont spawn either even if there was LoS. after trying around a little more, the before mentioned is not always happening. It has definitely something to do with the terrain, but this seems so inconsistent its hard to say what it is… bug or feature, I guess thats up to you to decide its a bug for sure!
