It does not work in WvW, either. I believe that is intended. As many items, no use in any kind of PvP areas.

Where does it say that they intended that the Royal Terrace Pass, not any other item, to be unusable in PvP lobby?
I don’t have a source to cite. However, the 2 week versions of both the Airship Pass and Royal Terrace Pass, as well as the Permanent versions, have never been useable in the PvP Lobby. If it was an error or something they intended on changing, a statement about such would have been made at some point. Thus, I have to assume it’s either intended or a case of “eh, we’re not gonna change it anyway”.
The Wiki states the Captain’s Airship Pass can not be used in WvW (PvP). Evidently, no one has updated the Wiki’s Royal Terrace Pass page. /shrug

Good because I need an ANet dev to fix this bug, I don’t need someone unaffiliated with ANet to claim that it isn’t a bug.

It’s not a bug, you can’t use those items to port out of the Mists. the PvP lobby and WvW are both part of the mists. You can’t use them while you’re in an instance either (i.e. your home instance or personal story steps).
It’s basically a custom waypoint from your current location to another spot on the map. As you cannot see Tyria at all on your map from the PvP lobby, I highly doubt that using the terrace pass, airship pass or home portal stone will work from there. I’m betting that the Hall of Monuments stone will not work from there either as it would be the same deal since it has a real location on the map of Tyria.

Yes, this is the bugs subforum. But if you want a more individualized response, directly from devs, without anyone out of Anet (players and others) interfering then you would be better contacting them directly, that’s what I meant.
And yeah, as stated you cannot use any items which would take you to anywhere in PvE while in PvP or WvW.
