Runes not working with each other
They don’t stack. It’s not a bug.
Um…as I said, I tested this with 2 power runes, and they do indeed stack.
There is also nothing labeled saying they do not stack. Also, if they were in fact not able to stack the runes of 2 weapons, why give EVERYONE the ability to put a rune there. It’s obviously a bug.
You can only have one kind of those stacking bonuses, it’s to prevent you from cycling through different weapons with all of those runes and getting them all. You’re supposed to choose one.
Its not a bug, but it isnt exactly made clear (in the game) u can have only the effect of one of those bonuses :-\
Sidenote, upgrades for weapons are Sigils not Runes, Runes are for armor.

Exactly. And it does makes sense. It prevents people to get 3 sigils buffs at same time (imagine a warrior with DW axes/swords/maces and rifle/bow), like power, precision and codition damage for example.
The reason you can have 2 of the same working is just to makes easier to get the 25 stacks cap.

Yes it’s stacking, but it increases the speed at which you max out the stack. It doesn’t not give you double the power. So it’s technically not “stacking” in terms of power. It’s not unfair, it makes sense. You can stack two runes together to make it faster BUT you cannot stack two same runes to increase the MAX of 25 to 50 or two different runes to get two separate effects. Stacking here just means for every kill, you get two stacks instead of one, UP to 25.

There are several types of sigils; some of the effects stack and some do not. If you have dual weapons:
- Effects on kill do not stack. You have +luck/kill and a +/might/kill sigil in your set, whatever triggers on your first kill will continue to stack. You can swap to your other set and stack another buff.
- Effects on swap: only one of these triggers and there is always a cool down (whether it is stated or not).
- Always on effects stack.
- It doesn’t matter which weapon the sigil is on.

So the game is internally consistent, although it perhaps doesn’t meet everyone’s expectations.
So, if I have a +power/kill sigil on my main hand sword, and a sigil that gives me a 20% chance to heal on my offhand dagger, will both work? or still only the main hand?
I believe that test results show that both will work. (The main vs off-hand never matters.) The 20% chance to heal has a cooldown, but the might/kill doesn’t, so they shouldn’t interfere with each other.
However, if you had a 20% chance of heal paired with a 20% chance of lightning strike, you would see interference: after a heal or lightning, both effects have to wait out the relevant cooldown before they have a chance to trigger. That’s not much of an issue if both have the same cooldown, but will prove annoying if one has a minimum 9s delay and the other is 30s.
Does this count for runes as well as sigils? Would a rune interfere with a sigil and vica versa?

Ok. Positive on this now. I am using D/D, and I have +10 Per/kill on main and 30% to steal health on off. After about an hour of fighting and not visibly seeing myself get healed, I spent some time scanning the combat log. Unless my luck is unbelievably bad where every hit was in the 60% of the time I wasn’t granted health steal, I had not 1 health steal the entire time. My precision stacked fine to 25.
I swapped hands (moved main to off and off to main) and had my precision still stack, and again, not a single health steal.
This is now confirmed a bug on my end and I am asking someone from ANet to notice this and look into it.
