Currently the Runes of Divinity and Traveler (I"m not sure of other buff bonus runes) state that they give a bonus percentage to ALL stats. Yet they do not give bonus percentages to all stats. I.e. Expertise, Concentration, and Agony resistance are not affected by these runes and should be properly noted on the rune as such.
