Every time I start the activity Sanctum Sprint late (race started and ongoing), and I complete the race before the timer runs out, the reward chest at the end is unlootable.
If I start the race from the beginning (countdown timer), and then complete it, I can loot the chest.
I don’t think this is an issue of ‘you didn’t start the event from the beginning, so you shouldn’t be allowed to loot’, because every other activity you can start late and get a chest. I think the issue here, is this is the only activity that I am aware of that has a static chest at the end, all others are bonus popup chest.

If you start the race after it has commenced, you will not get a chest. That’s the way it works, so I’m not sure you can call it a bug. You could make a suggestion thread that suggests ArenaNet change how it works, though. =)
