Hello guys i played the minigame like 20 times trying to find the “Fake Power-Up”. I cant find it anywhere, is this a bug?

no it’s there, i get it quite often, I think its only from picking up the shard like power-ups and depends on your position in the race if you’ll get it.
people in front half get defensive skills (fake power-up is one), and those behind get offensive.
