I have already sent an internal ticket through the in game’s ‘Report Bug’ feature, but I am posting it here, so it is official.
On both the Scavenger, and Vampirism Runes, They both have the same “After using your healing skill, your next attack steals health (10s)”. I wanted to try these runes out in pvp, however once you enter any actual PvP room, Unranked, Ranked, Custom Arena, this effect does not proc at all. All game you will not get a leech proc from your heal, which largely impacts the viability of these runes.
This can be fixed in a Custom Arena, by simply Re-equipping the rune, however you cannot do this in an actual tournament or ranked/unranked game, because the bug reapplies the second the timer reaches 0 and locks your skills.
