“Protect Scholar Breandan while he examines the seabed near Broken Spit” in Shark’s Teeth Archipelago (Straits of Devastation) seems to be bugged forever and not resetting even after he’s death.
So, there’s no way for now to do Treasure Hunter Collections achievement.

Still seemingly broken tonight, July 19.

Try doing it just after a reset or when Straits is part of a four-event daily. It seems to work ok at least through the first few iterations.

In other words: yes, it’s frequently bugged and despite that, you can still get the Orrian Pearl to complete the TH collection.
