Guild Wars 2

I transferred the ACCOUNT BOUND scroll of knowledge to the alt and used them without having any effect on my alt (ie. no level up). Is this working as intended? If not, then this is a bug. If so, the question becomes what’s the point of making them account bound?

Scrolls of Knowledge grants skill points when used, not levels.

I think that word is used as an insult against not very smart people or with some kind of mental disability (some people are very sensitive).
