Select nearest target doesn't work
Just a work around—-if you have a champ/vet in front, move your field of view until you can not see it, ie look the opposite direction (or until its off screen), then try select nearest target. The champ/vet will not be selected then. Hope that helps you some ^^.

It isn’t just champions. It goes wrong all the time anyway.
Select closest target has, for quite some time (since beta), not selected targets the character cannot see. Are you trying to select targets behind your character?
No, this is a much reported bug I have now found out. (I foolishly relied on the search capability of this forum before posting the thread. Search doesn’t work at all.) There are quite a few reports of this bug.
It’s a new bug, that occurs after the change to Tab targetting. It’s quite annoying really, because I used to rely on it a lot.
They are quite aware of this bug, I haven’t seen an ETA on when it will be fixed.
My fear is that they will classify it as “working as intended” which would be really bad
I agree on this, it is VERY annoying and, in WvW has caused issues more than once when taking a keep, trying to target nearby defenders, but the kitten thing keeps targetting the out of range Lord and not the people actually whooping my kitten .

The thing about targeting is that is has a dual component.
There is the classic MMO component, and there is a action game component.
By the latter i mean that there is a invisible crosshair of sorts that takes priority over the normal next or nearest targeting mechanic.
So if you have a mob near the center of the screen, within 1200 range (it ignores the max range of your equipped weapon and utilities), and not blocked by any terrain object (similar to projectile attacks), it will be prioritized by both next and nearest targeting. This even tho there may be a mob closer, but further from center of screen.
This and other UI niggles makes me wonder if ANet stopped half way in implementing a proper action game control scheme.
The target nearest was always a little quirky since it depended on the camera angle, but at least its behaviour was consistent so you could get used to it.
But this bug, present since the Oct. 15 patch, makes the target nearest function useless if there is any champion or legendary enemy on the screen.
So much fun to hit c, pop iWarden, then realize (too late) that you:
- aggroed the nearby champ you didn’t even think about because who doesn’t want more enemies attacking, and
- didn’t benefit from the projectile defense from the warden because it appeared at 1200 range away instead of right beside you.
