Serious skill lock bug with all interactables
For the toast!
Recently, I encountered the same bug. Not sure if it was caused by interactable object, but it looks very similar.
And I noticed another thing about it – in this “locked” state dodges don’t consume any energy, so I can dodge repeatedly. Also, my “Signet of Shadows” skill was working normally (I suppose it was because of skill specifics).
I recordered a short video about it, hope it will be of any help.

I’d think that was filmed while you were lagging out and pending a disconnect, but there’s NPC dialogue going on and even mobs fighting normally, so that can’t be the case.
I’ve never noticed if certain skills, like perhaps instant cast even while disabled skills worked, but I’ll try to pay more attention. I could swear that my endurance was consumed normally each time it’s happened to me though.
A question: Did waypoint and find yourself stuck in this state? I’ve noticed something similar – once in a while when I waypoint I’ll be stuck in a ‘falling’ animation. Most of the time I have to rewaypoint or relog to fix, but once in a while the fall animation will cancel and I’ll be able to seemingly move and run as normal, but still be skill locked as if I was falling.
I’m wondering if this is more of a general bug than simply interactables or waypointing, and instead some kind of disconnect in communication between player client and server player location/state.

No, I was in a middle of event when I found out that my skills were blocked. I just moved close to waypoint to avoid aggressive mobs before starting recording video.
All this lasted until I re-logged, that was at least 10 minutes, and no signs of bad connection or something.
In WvW its pretty easy to get your skills back working again: double click on a siege weapon blueprint to equip it and then use skill 2 to put it away. After this, your skills should be working again.
Using an emote only works if you get stuck at the wormtunnel in the Edge of the Mist or if i remember correctly, when you build a siege weapon and get stuck in the weapon.
Btw. the bug seems to be related to the cooldown of the stuff you tried to pick up… for example: if you try to pick up a fiery greatsword and your skills get bugged, you’ll be able to use them again after the “normal” cooldown of the FGS expires (if i remember right, a FGS disappears after 60s or somtehing like this!)
You can easily test this by entering the EotM-map and then go to an oil-well. Start collecting oil and immediatly switch your weapon-set. The “collect”-animation will be aborted and you can move but you can’t use any weapon-skills. After a few seconds your skills become unlocked. They are locked for the same amount of time, the collect-animation should have been running. And its pretty much the same for the FGS, Icebow, etc. -> btw. if you do this at multiple oil-wells, the cooldown seems to stack. If your skills get bugged by something that has no cooldown, your skills will never start working again on their own. In that case, only a siege-weapon, going into downstate or falling off something high helps :-)
That bug was reported on the german forum roughly a month ago – but (of course) no official feedback yet.
