Server time is based on UTC. It doesn’t matter where you are in the world. Local time will show the timezone you are in (off your computer clock, of course).
Thank you for the reply – I understand how the server time works and that’s why I made the post – I now play on NA and therefore the clock SHOULD be showing NA/UTC server time but is showing EU.

UTC (a successor to GMT) time is the same everywhere. There is only one UTC time for the whole world. That is one of the reasons lots of networks use it so they can coordinate network activity across time zones without needing to convert or worry about Daylight Savings Time. So server time in GW2 is the same in the US, EU, China, Australia and everywhere else.
