This might be more of a suggestion than a bug, but I’ve noticed that the Norn shapeshift skills do not retain auto-attack settings between casts. With a 30 second duration and 4 minute cooldown, time is at a premium. It’s annoying to have to turn on auto attack every time, especially since these are skills you’re likely to cast in tense situations.
Perhaps change it such that all transformations default to have their #1 skill set to auto-attack.
