I continue to have massive trouble progressing on this achievement. I will do damage to a minimum of 6-8 crystals per Shatterer fight, and typically receive credit for a maximum of 1 (and often receive credit for none/0/zero).

It is as if one must do a minimum amount of damage to receive credit, or score the killing blow, or meet some other sort of undocumented/cryptic exclusionary criteria to receive credit. Or, perhaps there is simply a defect?

(As well, searching for earlier threads on this topic discovers nothing… perhaps there is a web site defect?)

It’s not capped; people have gotten a lot more than 1. It is a semi-common issue with tagging world boss foes. Your client thinks you are contributing significantly to damage, but the server already has data from other clients that arrive first.

As a made up, oversimplified example, let’s say it takes 10 hits to wipe a foe and damage is always equal. 11 players hit it at the “same time” so the target melts right away. All 11 will see in-game that they damaged it, but only 10 get credit — whoever the game servers think was last …doesn’t.

It’s hard to prevent, because timing is always going to be an issue and it’s going to happen most frequently at events where everyone is trying to target the same limited-health targets (which is, btw, why ANet seems to like HP sponges — the extra health reduces the chance that this happens).

tl;dr there’s no cap, it’s not exactly a bug, and it’s just as frustrating nonetheless. (Maybe more so, since it’s unlikely to get fixed.)

Recommendation: keep on doing what you’re doing. You’ll get it eventually. (I haven’t bothered farming that event and it didn’t take that long to max; your mileage is obviously varying.)
