NPC: Shield Drill Sergeant..

Bug: He’s attacks once when you enter the ring. He stops moving after that. I’ve tested over a few days… Can only participate in one block for heart quest!

Location: Claypool

The drill sergeant who blocks does not block, making the renown quest trivial. The one who attacks, as described above, only attacks once, making it a pain.

Server: Aurora Glade

The situation with those NPCs is not server/world specific and is game-wide. It has also been reported quite a few times since mid-September, though obviously it has not been addressed yet. :\
However, the Renown Heart can still be completed by taking part in firing at the targets with the rifle in the middle event stall.

This heart quest can also be done with the sword portion on the far left of the events.

However, not a game-breaking bug… still a bug nevertheless!
