Siege is not account bound anymore. Siege can even be mailed now.

Bug: Siege still cannot be placed in Guild Bank
Siege should be placeable in Guild Bank as many guild members would like to make a stash of siege and share/use as required.

For whatever reason, you can’t stack them in the guild bank. Try splitting the stack into singles before depositing them. hoping this gets fixed soon.
