Sigil of Battle on Ele Staff not working

On Sorrow’s Furnace server and noticed in WvW that my Sigil of Battle was no longer granting 3 stacks of might when switching attunements. Went to Lion’s Arch and to PVE and tested it, same result. Am granted only 1 stack of might when switching and is not stacking.
This is a recent glitch as it was working previously, but not sure when this change happened.
