It works on my Ele’s staff when I swap attunements. Make sure you’re in combat since it only triggers when you’re in combat.
Maybe I’m not in combat long enough for it to register. I’ve seen the little sigil symbol appear but I’m not seeing any info about it actually working in the Combat Log.

Lifesteal does not show up in the combat log. They do show up at damage and healing numbers that popup when you hit something.
