I have been fighting mobs that put poison on you and other nasty DOTs and every time I use the Signet of Resolve, which says “cures a condition every ten seconds, heal yourself”, it doesn’t appear to be working. The DOT stays on me for quite a while and my health just plummets. Glitch? Or am I doing something wrong in game on this item (skill)?

Do you actually “use” the signet? If so, that’s the problem. The condition removal is tied to the signet’s passive effect and only works if the signet is off cooldown. If you use the signet to heal yourself, you will have to wait until the cooldown is over until you can benefit from the condition removal again.
