Signet of Restoration:

This skill now has its cooldown reduced by the Signet Mastery in PvP.

Signet of restoration still has 25 second cooldown with or without signet mastery in pvp.

This bug still exists, don’t know why you would add it to the patch notes if you have no intention of fixing it.
