Guild Wars 2

Attached screenshot album; It sometimes doesn’t work when I swap the signet from one utility slot to the other, I cannot exactly figure out the issue (note that i do not have the passive buff in the first image)

Probably the same issue as Signet of Air, some people mentioned that when it was in the second(?) slot you have to use it at least once for it to start working.
