Steps to reproduce.
Prerequisite:
Signets should not be on the skill panel
Steps:
1) Use any skill.
2) Change Skill on other skill panel to an signet – try this step will all signet.
Result:
Random signet on Countdown.
Reproduced on trief and elementalist.
Can not reproduce on warrior.

FYI: It does not matter what skill I use. Any skill may share CD with random Signet.
Just tested – the same problem with elementalist signets.
