Guardian’s wall of warding can unbug him. Just cast it on him.
Can not interact with the NPC (Veteran Risen Spectral Guard), it is marked friendly but there is no means of engaging combat for said skill challenge (No text dialog, no nothing just an inactive friendly NPC). Has been stuck for 3-days since Sept: 8th and is currently not active.
