Willoo the quaggan is trying to rage. Aren’t you curious? is the last Skill point on my map and i can’t activate it due to the fact that Willoo is under a rock or hiding from me, is this a bug which is being fixed and noticed by many or is it just a fault with my game.

You might try guesting to another server, to see if the quest is working there. =)
