Skill Point bug Diessa Plateau Moorwatch Tower

I can’t interact and the skill challenge is bugged
Drevin, the Cattlepult is a separate thing. That just involves waiting until the crazy engineer is done hurling all the cows. Until he finishes, you can’t access the Cattlepult.
What these people are talking about is the Skill Point, which you can only get by interacting with Roj the Rowdy Butcher, who is apparently not showing up on some servers. You can hear him singing, but the actual character doesn’t appear in the normal location that he should. (And yeah, it’s happening here on Sanctum of Rall as well…)
Oh, how silly of me. I was thinking about the vista, while everyone else was talking about the skill point. I probably must’ve done that SP without any issues, since I even forgot there was one there.
