There is a way to do that!
Get on some character of yours, go to the Heart of the Mists, start a tournament. During the tournament log out to the character selection and choose your level 1 character. You will be automatically put into the tournament round you just left. Wait for the game to finish and you will be in the Mists on your newbie character. Just enter the LA portal and voila! You have skipped the tutorial and are unable to go back to it thus missing on the whole personal story which will remain locked at level 1 quest. And the last point is why I’m reporting it here as a game bug!

I dont know if anet alredy patched this but if you are doing the level 1 quest and a friend of you (aka in your friend list) is on a pvp room you can join him being level 1, and then u can leave the match and well, u get locked out of the level 1 quest.

But, in any case, I am surprised you can enter PvP or anything like that while still in the tutorials. I would have thought they’d have limited those kinds of interactions until after you get into the world proper.
