Not sure why, but the insignia’s info is showing up in Chinese for me. That, and I can’t see it when I post it in chat. However, others can see it in chat.

The same happens to me with the Dire Insignia, the description is in Chinese, although I can see it in chat (can not sell it on the TP).

I must be missing something. How/where do i get the recipe for it?

There is no recipe. You get these inscriptions by salvaging exotics.
