I know it is working as intended, but in my opinion it is bugged none the less even if they intended it to work bugged.
Here is my deal I crafted light armor on my ranger for my el. I gathered most of the mats and due to my el hitting 49 I bought the rest just to have it ready when I hit 50. I also crafted all my weapons and jewels. I gathered all my sigils and runes. Due how many spaces it takes to hold all these items (6 armors, 5 jewels, 4 weapons, and 10 sigils and runes) I gathered them in my storage and added the runes and sigils to the armor and weapons. Even though the rune/sigil was non bound, the armor was non bound it still soulbound them all to my ranger. Yes it bound light armor to a medium armor toon. Why do they soulbind weapons and armor if you are able to trade them individually? Is it the market? No that would actually lower the price since some runes are worth more than the armor + rune.

On a separate and relevant note when are they going to change the 10 slot trick or treat bags to account bound or add a recipe to upgrade it to 20? I do not want to dump a nostalgic item but at the same time my ranger has all 10 slot bags now so they will not lost 10 spots for it. My baby toons with 8 slot bags could use it for now or the upgradability would be ideal
Thanks

Ok just went and remade all the armor (with the help of a guild mate) I went to add the rune to the armor (on my El this time) and the prompt reads " Upgrading an item will make it account bound to you" See even the prompt says account bound not soulbound like the item becomes. So it is a bug even though a gm told me it was working as intended.
