Sound bug with 0 master volume

I’ve experienced this too. Sometimes the sound of ranger pet footsteps or an ele’s flame elemental wing flap gets really, really loud. I turned down the master volume to zero, but I still got the annoyingly loud noise. This bug is really rough on the ears and has been around since launch, so I wonder when it will get fixed.

If it is, apparently turning down audio quality to lowest fixes it. I hope they fix it soon though.

No, the sound is more like an echo-ey metallic bang than a constant up and down high frequency tone as in the youtube clip.
In general, once the game is muted, it should never, ever make any sound. That is a bug in itself, and thus should be fixed as such.

I had a development yesterday. I was standing around, game muted, headphones on. I watched someone in the distance launch something (possibly a skill from the new town clothes outfit scepter) and precisely when it landed the clang went off. Not just this, don’t get it wrong, but it may be a hint.
Someone reported an interesting way to resolve the issue. They adjusted an option for their video card (yes, video). It turned out that both HDMI for the video and the on-board sound card were trying to render the game sounds and this caused a reverb effect, which amplified certain sounds (but not others).
