Guild Wars 2

I’m having an issue getting the dynamic event chain in Caledon Forest involving the Soundless Villagers to work and was wondering if it is bugged, or if there was some way to work around it or something. So far, I keep finding Talaith standing just a little south of Tovar (Renowned Heart) with is north-ish from the Weeping Isle. According to the Wikia, Talaith appears to have dialogue that she’s supposed to say when she’s on Weeping Isle (ie talking about weeping isle and Naelshead Refuge) instead of initiating the event, and on Weeping Isle there are Soundless NPCs that have Shield icons over them, but unable to really interact with them at all. When I first entered the area, I saw the event pop up briefly, then disappear and have not been able to get it to trigger again. I tried asking in map chat and whatnot, and have not received any responses, and was hoping someone here would have some suggestions.

and other thing tied to bug is the blue moas tamable for rangers are practicaly non-existing as some may appear after succefull event when npc will move to island and opens a shop there as well (along with some blue moas in cages will appear on island to be tamed)
