For the first. That means that the Vet Karka contains Ander, one of the bounty targets.

I ran around Southsun for several hours doing as many of the events as I could. I got all but one of the collection achievements, most of the rest of what was actually available except the crab toss event, and never saw a single chest drop period.

But I did see a lot of little bags similar to the ones in WvW drop. Only problem with that is they are very hard to see and I only noticed them when I ran over one and saw the “search” pop up on my screen.

The Southsun Supply crate is a very rare drop.

And the Karka with the speech bubbles is indeed Wildman Anders, a guild bounty target. FYI, is you attack that Karka and kill the Karka body, Anders will pop out. At this point, if your guild has him as an active bounty, you can start a battle with Anders to try to best him for your rewards.
