If you move the chat window to the top of the screen so the squad and commander button is all the way at the bottom, the pop-up window that lets you change squad settings is cut off by the bottom of the screen so you can’t actually change your commander tag color. I was wondering where the heck they moved the button to change your tag color, until I finally figured out that the devs goofed on the UI and it just does not allow total functionality unless the squad button is at the top of the screen (and chat on the bottom).

My resolution is 1920×1080, not sure if this affects the issue.

I actually came here to say the same thing. I just got back into the game and was trying to fuss with the squad UI and couldn’t figure out how to change the tag. Everyone thought I broke the game until I tried moving the squad block to the top of the screen.

I keep the chat on the top of the screen because I can keep it very large and open without it being in the way. So I’d much prefer to be able to use it on the lower half of the screen.

I use “Windowed fullscreen” which also makes it a 1920×1080 resolution. Changing UI size did not improve the situation.
