My character’s weapon’s Bloodlust sigil seems to not generate the power bonuses when in the instances of the new living story episode. I never see icons for the stacks and can sense no change in my damage output.
I dunno if this is just for Bloodlust or all sigils that have stacking effects, as I’ve only tried it with a Bloodlust sigil.
If your sigil uses kills to proc, you will find that no (or very few) mobs count as kill in Story instances. As far as I can tell, anyway. No credit for area kills, or Daily kills, no loot..nothing like that.
It affects every “kill a foe” sigil and trait and consumable.

I think it’s an alarming tendency to all people who use stacking sigils, especially after the costly “fix” for underwater weapons. I thinks they should rework the mechanics (or at least award 1xp per kill to work around the “feature”).
I doubt Anet meant for this to affect “on kill” sigils, but they need to fix it and very soon.
