Steel chest gave wrong loot
The wiki is probably wrong. The article you quote was last updated in 2013, so things have probably changed but not been updated by the wiki community.

Why would a steel chest drop and contain a blue item in it? That doesn’t make any sense.
What’s more likely is that you already got the contents of the steel chest and that the game just took its time updating the display. The blue was probably a drop from something else.
It’s 100% sure that anything that anyone else got around the same time is a coincidence. Dropped items are always designated per account.
If there is a bug, it’s going to be tricky for ANet to troubleshoot. Give them the best chance to do so by filing a support ticket and including as much information as you can, especially about the time/date, character, location, and what you remember seeing.
I get that with autoloot if my inventory ends up full after killing a champ. The game generates the chest because of the exotic loot bag but the rest of the overflow loot also ends up there as well.
There are some junk items that show up in a steel chest. For exampe, if you’ve unlocked the Dreamer tier 3 collection, killing boars (even after completing the collection and crafting the precursor) drops a boar bristle in a steel chest. Could it have been something like that?
I did not get the contents of the steel chest. When I checked my inventory I did not get an exotic or ascended item. I also double clicked on the chest and it said blue longbow inside. And I’ve not unlocked any of the legendary collections to get something like that.
What did ANet Support say in response to your ticket?

Can we click on chests on the ground? Or double-click on them? I don’t remember ever being able to do so. Just the ‘Loot’ F/Interact ability. One can not pick Steel Chests up to put in Inventory.
Confusing.
Steel Chests are dropped to the ground every time a champion is killed. The exotic item you got from it was a guilded strongbox.

Sort of: technically, a ‘steel chest’ is displayed every time a champion is killed, indicating that there’s an exotic level champ bag that can be looted.
The game doesn’t drop an actual item or create an interactable object called a “steel chest”. Instead, it’s a visual variation of the little sparkles that indicate that there’s loot to pick up; a chest indicates special loot, with wooden = rare, steel = exotic+. But there’s no actual “chest” as most of us understand the term.
Understandably, that sometimes causes more than a little confusion, since we use the same “interact” key for looting as for “interacting”. When ANet changed the animation of the sparkles, I had hoped they would choose a different visual than something that looks similar to loot or an interactable object (like a JP chest).
I’ve never had this happen before up until now. I was doing events in Bitterfrost Frontier and my inventory was full. There was a Steel Chest on the ground that dropped from an enemy. According to the Wiki it always contains either an exotic or ascended item. And normally this has always been true. But tonight when I went and opened it, it gave me a blue longbow.
Do you have Autoloot? If so, this is what happened:
When the drop was generated, the game saw that there was an exotic item (probably a champ bag) in the items dropped and generated a chest. Then, your autoloot started plucking items from said chest until your inventory filled up. There were still items to pick up, but because you had no other space left, it remained on the ground. The indicator that the item is there (steel chest) remains the same until you pick it up or it despawns.
