Still getting the Mysterious Grubby Package
Yes I continue to get it in Shaman fractal as well as other jumping puzzles.

The Grubby Package actually has a reason. Once you open it, you find a trash item that is either worth a few copper, a silver or ten silver. The latter is just a nice additional guaranteed JP reward. If that’s the intention I can’t say, but it’s very much an additional item.

That package is part of a Wintersday-only event that has since passed and is now taking the place of the guaranteed rare/exotic item in those reward chests though. That’s why it’s a problem.
The reason why this item still drops is because Anet wants to give new players a chance to complete the collection.
They did not put any forethought into the windersday collection when they included areas like orr, since it basically excluded anyone who was to low of a level at the time.
After a while, players will no longer see the grubby packages….. but I’m pretty certain it is not a bug.
What guaranteed rare/exotic item? I surely don’t get a rare or exotic item each time I open a Splendid Chest, or any other chest like that. Nor do we know that those replaced anything in the loot table. It may be in addition to the regular loot table. Many items, such as the Grubby Package, are.
World bosses and some other events do have guaranteed rare or higher, sometime the grubby package takes their place.
As fair as completing the collection goes, I finished it during Wintersday.
I am pretty sure no Grubby Packages take the place of guaranteed rares from World Bosses, nor do they drop at World Bosses. I think you may be confused about where you obtained yours.

They do not drop at world boss chests. I’ve run world bosses for a week and have not had this happen.
