Still in Combat bug?
I am not sure what it was, but last night in CoF explorable, on the last boss of Path 1, I could not switch weapons. It was greyed out, but I received no error message on screen.
After the fight was over, I was able to switch weapons.
Happened to me sometimes. Usually happens to me when I walk by a foe, it attacks me but I keep moving, ignoring it and it stops following me. Then the game will decide that I am out of combat only if I go back and kill it.
For example I remember it happening recently when a risen was following me trying to hit me then I jumped down a cliff to mine a node. Ofc it stopped following and attacking me since it would be a too long walk for it to come down to me. My mining pick run out of uses and I was unable to equip a new one until I went back upstairs and killed that risen.
Happens rarely.
PS: I think you should edit the title to something like “Still in combat bug”. The current title made me think you were talking about the swapping we do mid combat using the ` key. As I read it, I think you are actually talking about being stuck “in combat” while not actually, and thus being unable to change skills, port nor equip/unequip any piece of gear/weapon/accessory/whatever.
I have had this with my mesmer when she teleports away. Sometimes I have walked across the map and still been in combat. I have stood in that state at times with nothing attacking me, and me not attacking for greater than 10 minutes. Once I had to leave the map before it would make me in the “not attacking” state.
My character gets “stuck” in combat all the time. Sometimes jumping in and out of water will relieve the issue but usually I have to log out to get rid of the combat status.
Glad to hear its not just me, it is so frustrating..
The worst is when i go for vista points. I can’t count the number of times i have run past a tough npc to get to the vista only to be stuck in combat mode even though the npc in question has given up following me and even sometimes died in combat with some other player. Then i am stuck sitting there on the vista point unable to activate it since i am “in combat”. Of course its always when i have gotten to a particularly tough vista and now have to map away and come back to it. SOOO much fun.
I have had this happen to me before, going to “Character Select” is a quick fix that works for me when no one is attacking.

I experienced this today for the first time. In the Mire Sea near the Restless Deeps POI. That Vista is one you must climb upwards to reach. There’s a bunch of Krait in the way, of course. I thought I was quite clever and nimble! Killed some Krait and managed to maneuver around the rest. When I reached the Vista, no joy! Wouldn’t let me view it due to the “in combat” state. Unfortunately, there wasn’t another soul around so I guess it’ll have to wait until I can get a posse together to stomp every last single one of those slithery scalliwags, steal from their treasure chest and nab the Vista. Hope this gets fixed soon because as it stands now, a single player who thinks creatively is being awarded a penalty instead of a beautiful view.

Log out -then log back in. This happens to me as well and re-logging is way more convenient than mapping away.
This always happens to me when I’m running through mobs. It seems like the distance(from their initial spawn location) at which the mobs get to be ‘done’ with combat is significantly smaller than the distance from that spot which the players get to be ‘done’ with combat. Usually I clear it by running in the opposite direction without pulling more mobs, or just logging out if I can’t do that. This is doubly annoying when you’re fighting a champion mob who’s going to one or two shot you, which causes the battle to migrate quite a bit… and when you hit that ‘done’ distance(on accident, of course), he gets to run back, regenerating, while you have to go twice as far the other way in order to restart that fight on even grounds.
