Story Mission "Evacuation" is bugged
I have just run in to this exact same problem today. Any word on it?
It’s exactly the same for me also. After the first enemies spawn and are defeated, no more enemies spawn.
ok i see that i’m not the only one having the same problem :L i just wish that they fix that soon i really want to finish the quests :L
I just ran through this story step with no issues, what’s the last type of enemy you encountered? Was Tybalt (or Sieran/Forgal, depending on your Order) dead when you the story seemed to stall out?

no he was alive he started talking and then it crashes and doesn’t do anything else and i’ve to turn my computer off and restart guild wars
and the last enemy i found was the champion sorry i forgot to say that :s being more especific after defeating the champion and when all quaggans run Tybalt starts a dialog window and then they don’t talk or move i don’t know if this help but better to stay here might help in something i guess

The champion spawns after you’ve completed the objective to help the quaggan escape, after killing the last attacking group there’s a slight delay as the last of the village evacuates the area, then the story step completes.
I’m 0-2 on reproducing the issue, so there’s something specific I’m not doing correctly to make it break. : |

Just got to this mission today, with a similar problem. First wave of corrupted fish spawned, then that was it. Forgal was not dead.
However, there was a corrupted fish suck outside of the instance area to the south. I was able to swim a bit past the edge (where the kick warning appears), and range him. This allowed the mission to continue.
problem still exists. one single fish stuck inside a stone outside the instance area. cant range it because it says “obstructed”. thus my game progress is broken. why isnt this fixed months after its discovery?
I have encountered this problem today. Looks like it’s not fixed. I don’t know how to restart the quest.
I overrode the bump thing because this is still a relevant problem that has not been fixed.
I was having the same problem as well. I had to restart the mission 4 times. But I think I may have found a solution.
For me the first 3 times I always swam OUT to the fish to kill them before they hit the village, but after the first wave nothing happened and there was no hidden fish in a rock. The third time, I stayed about in the middle of the village and waited for the enemies to come to me. The main Quaggan guy put up some kind of ice wall and after the first wave the second came. I stayed in the middle of the village for the rest of the encounters and it seemed to work.
Hopefully this helps. Just try staying in the boundaries village and don’t move from there.
It’s been three years and this bug is still as it was Just did this story on one of my alts with the same issue. I was able to progress only by being kicked from the instance when I attempted to kill the remaining icebrood fish outside of the instance and stuck in ice.
