This may have to do with the Lion’s Arch scenario…

You are supposed to Locate the Order of Whispers safe house in Lion’s Arch to talk to bouncer Kinna inside the Crow’s Nest Tavern. However, it indicates on the map (if you aren’t in Lion’s Arch), to go to a spot right by Icegate Waypoint in Icegate Gorge/Gendarran Fields. Once you are in Lion’s Arch, it does route you to the correct place.

This is still happening by the way. Highly annoying.

Guess it started after LA was destroyed and “moved” to the Vigil Keep?

Yep. The quest marker used to be there when the LA facilities were in Vigil Keep.
