Story Quest Retribution
Try just waiting around for a bit. I ran into the same issue, but he started moving after about 5-10 minutes.

The level 59 story quest Retribution is bugged. All the enemies are invulnerable so cannot really do anything or get past the gate. Have tried this quest at least 10 times over the last 4 days now and still the same.
