Wow. Nothing like a good ol’ logout-login to fix things. Every time I have trouble with some aspect of the game, it does the trick. The voices are back. But I haven’t tested it on an actual long dialog with my character just like the Hunt. It’s unfortunate that I can’t hear my personal story back.
BTW: stuck on a vista that doesn’t want to work ? Just log out and log in :-/

Check your Windows audio settings, if it’s set up as a multispeaker system but you only have 2 speakers, it could be trying to play the audio on speakers you don’t have. (If Windows thinks you have 4 speakers but in reality you have 2, it will be trying to use the 2 phantom speakers for some audio.) And of course, make sure that the Dialog Volume under Audio Options isn’t set too low.

Sound is fine. No special settings to account for since I only have stereo settings.

The voice over issue is not about sound not coming out, but that the characters don’t move their lips when addressing to each other AND produce no sound. If sound was produced on a different speaker, you would still see the mouths move (as I have seen countless times on YouTube videos in anticipation of buying this game). It’s like there’s a an additional setting where the characters mime instead of talk. No voice, no lips moving, just their heads, hands and body acting up. They’re like graduates from the school of Marcel Marceau :-)
I know it’s strange but it’s the best way I can explain it and the aforementioned thread, is my only proof that someone else had the issue. I could always have a FRAPS video to demonstrate it.

This happens to lots of people, they just don’t bother to report it. I ran e.g. the Canach “dungeon” yesterday, before it got fixed (got its own NPC, soloable, several other fixes). There it had sound (voice over working as intended) but apart from that it was totally broken (that’s why it got patched).
However since the fix, I never had voice over for Kiel, the other NPCs were talking as usual.
