Stuck on the Personal Quest "A Fragile Peace"

I’m a lvl 36 Norn Warrior and stuck on the quest – A Fragile Peace for the personal story.
It tells me to go to Lion’s Arch, but when I enter the instance Eir Stegalkin just tells me to wait for someone who never shows up.

Anyone else has this problem?

If I remember right, you have to go up by the lion statue at this point. Or you have to move around…I remember having to do something that wasn’t really spelled out.

Did moving near the statue fix the problem? We haven’t seen this issue when we test it on our end, so additional information on what you’re doing prior to it stalling would be appreciated. Also, please let us know if there’s something unclear about this story that makes it confusing; we want it to be as seamless and intuitive as possible. Thanks!

The statue in the middle? If so I have walked around it completely and jumped up around it and nothing happens. I start the quest the kids start talking and then I walk up to the women that the green dot is on and I talk to her but nothing happens afterwards. She just states that the person I am supposed to met is taking so long. Then nothing happens.
