I’m running these Runes on my Ele but recently I’ve noticed that the #6 doesn’t appear to be working. I’ll use my heal skill and see no green numbers pop up on allies around me, nor do I see the extra number pop up on me.

Has been bugged for … 2 months (?) now. I changed my runes a week ago; not expecting any fix.
I can also confirm this issue. I tried it on my ranger with heal as one and there was no additional healing. I know that a few months ago this was working.
