Superior Rune of the Centaur doesn’t activate Swiftness underwater. I’ve filed multiple in-game bug reports since release, but it still hasn’t been fixed yet. It’s the main way I get a speedbuff on my Mesmer. Please fix it.

You also need to put a Superior Rune of the Centaur into your aquabreather´s upgrade slot to get the 6 rune set bonus, as your standard helmet is disabled underwater along with any bonuses from it.
