I am not sure that the sigil is working as well as it could.

The tooltip does not mention a cool down of any sort and yet I never see the proc happen twice at the same time like the superior sigil of fire for instance or in quick succession, one after another. I have seen the fire one proc twice on the same hit when I have 2 sigils equipped on two weapons.

When I have two Earth sigils equipped I never see a jump of 2 bleed or in other words I never see it proc twice where I have clearly seen this with the Fire sigil.

And there is no mention of cool down. I think the Earth sigil should be looked at.

All “on crit” sigils have internal cooldowns. SoEarth has 2~3s afair. If one sigil triggers, no other can trigger during the ICD.
If you say you saw two sigils of fire triggering on the same hit, that’s pretty much the bug.

It was probably just one Sigil of Fire proc hitting two things.
