“Outgoing healing effectiveness is increased by 10%”
In it´s current state it only increases the healing effectiveness to allies, but not to yourself.
Also it is not listed in any sigil category in PvP.

That’s what the ‘outgoing’ is there for, it’s only meant to increase outgoing heals.

So we need next sigil of receivering: incoming heal is increased by 10%. And everything will be at its place.
