The rune is working fine.
It increases your damage by 10%, not the power stat.
really? because if you look at both images both power and attack only increases by 24 when I put the boot on, not the 10% which should be around 300. If I look at my skill bar when I take the boot off , a dagger air skill 1 that was doing 399 dmg now is doing 396. I don’t see the 10% difference.

Not every effect is calculated into skill tooltips or the stats at the hero window. I can’t guarantee you that the #6 effect is working, but at least I am sure that you can’t test it like you tried it, so it’s totally normal not to see any difference there.
So I guess I have to trust the game for now.

Most of the % damage effects don’t show up on your character sheet. You can always test it on a dummy in LA. Just unequip 1 piece of armor (preferably one w/the least amount of stats) and auto attack. You should get a pretty good idea for the amount of base damage you do. Then equip the armor piece and your damage should increase by a little more than 10%. (depending on what piece of armor you exchange). I usually compare the highest possible damage, equipped and unequipped.
The Attack stat is also mostly meaningless. Higher is still better but it’s unrelated to the Damage formula.
I see, I wish there was a way to take the rune out without salvaging it and trying without the rune to see the difference. I guess I could find a piece of armor with same stats without the rune and test it.

Test in the heart of the mists. Since the stats are all on the amulet, you can remove a rune without affecting your base stats at all.
