I have a level 33 sylvari Necro and am stuck at my story at level 22. The Tree Mother asks me to join an order, however the person that represents The Order of whispers does not have an icon over her head and it does not give me a choice to fix it. This has been broken for several weeks. I have submitted 2 in-game tickets and of course it is not fixed. This is very frustrating since the game is centered around being able to make your story and I cant seem to do that.

I’m fairly sure that at L22 you’re not being asked to choose an Order to join permanently, just that you’re being asked to pick one of two plans for the current quest. There’s a set of a few of these either-or quests that you do before you have to make the final decision as to which Order you’re going to join permanently. I haven’t played the Sylvari line so I don’t know that 100% for sure, but in the human and Norn quest lines it works that way and you don’t make the big decision until around L30.

As said by Lori the level 22 quest is not for choosing your order but is rather a presentation of them, this presentation goes on through 3 missions where you can choose 2 of the 3 orders to help in each (giving you the possibility of trying each one once).
I also remember it being at around lvl 30 personal story that you decide on which order to join.

Talk to the Whispers agent anyways. You can talk to most NPCs. Her dialog explains why she can’t be picked. She says something along the lines of not being in that line of work and it’s a job more suited for the other two.

Also, you’re being asked which Order’s plan to choose and not what Order to join.
