I have contacted through the site and in game support a few times. I realize that the staff is busy. However, I am only missing one skin for my emperor title and have checked multiple times again to make certain that I have all medium cultural armor skins: evergreen, nightshade, and firstborn. I have the boots, leggings, chest, gloves, epaulets, and helms for all 3 tiers unlocked in my wardrobe. Also, I continually check the vendors after I check my wardrobe though my bank in order to be certain that I have in fact purchased all of these skins. I would greatly appreciate help with this matter. I am attaching screen shots previewing the armor from my wardrobe to show that they are unlocked.

Most likely: You got the tier 1 chest skin from the level 20 personal story; unlocking the skin that way does not count towards the collection, and so you just need to go buy the tier 1 chest to finish up the collection.

PS for ANet staff perusing the forums: this comes up a lot, suggesting it’s unnecessarily confusing. The generosity of receiving a ‘free’ skin is clouded by the inconsistency of unlocking for the wardrobe and not the collection.
