It used to be that Symbol of Swiftness granted X seconds of swiftness to those without swiftness on already and Y seconds of swiftness to those with swiftness on already. This currently seems broken resulting in only a small amount of swiftness being granted to those without it.

Am I going nuts or is this a bug?

It grants a set amount of swiftness per pulse. It has behave this way for years now.

I swear that just last week it used to give me a decent amount of swiftness if I didn’t have any but now it’s practically useless as an “on the move” speed buff :-(

Someting is weird tho, its caped as I see it, think its over the minute or so u dont gain shi*, notice that when I was gathering wood et.c with harvestbooster.

That isn’t actually weird. It is in fact capped. Not duration, but ‘stacks’, and they depend on the source, and the duration of each stack of course. If you have 5 guardians all throw down swiftness, unless they have extra duration, you’ll still be limited to something like <40 seconds if I remember right. But a guardian, war, and ele blasting static field, you can easily have over a minute, upwards of 1 1/2 or so.
