So I’ve seen it triggering randomly for a while now, and I couldn’t find any search results on the official forum or on reddit so I figured I would upload a video in which I could replicate it 100%. I think it’s something to do with the terrain that the character is running on is at a slight angle, however I’ve had it trigger on seemingly flat surfaces – In the vigil keep between the forge and the Asura NPC that stands next to it also seems to trigger it. I took off all my armour and weapons and then refunded all the traits except 30 in Explosives to equip Synaptic Overload, and it keeps randomly triggering.

For those that don’t know, the trait is supposed to trigger whenever you knock down or launch an enemy, with a 20 second cooldown. As you can see, it’s triggering when I just walk around.

8 months and no reply, disappointing. This is my favorite trait, wish is was ready to go when I need it.
